Driving licence

On this page you will find information on the use of your foreign driving licence in Portugal and the obligation to exchange it for a Portuguese driving licence. The regime applicable varies according to the country issuing your driving licence, so you should check your specific situation and consult the information applicable to your case. We note that it is extremely important to check what your specific situation is, since the use of a driving licence not permitted by law constitutes an offence subject to the payment of a fine. General considerations

Driving licences issued by countries belonging to the European Union and the European Economic Area

Driving licences issued by countries belonging to the European Union and the European Economic Area (Iceland, Liechtenstein and Norway) are valid in Portugal until the end of the validity indicated on the driving licence.

However, drivers who take up residence in Portugal have the duty to inform the Regional or District Service of IMT of their area of residence within 60 days. Following this communication you will be issued with a document called Registro da residência nacional de condutores com carta comunitária.

As soon as the driving licence issued by a Member State of the European Union or the European Economic Area expires, the person may proceed to revalidate the driving licence.

It should be noted that if the driving licence is valid for life, it will be considered as expired after 2 years of the person’s residence in Portugal. At the end of this 2 years period, the person will have to exchange his driving licence for a Portuguese licence.

Driving licences issued by foreign countries which are not party to International Road Traffic Conventions

Driving in Portugal is not allowed with the foreign driving licence issued by foreign countries not adherent to International Road Traffic Conventions. Therefore, the person should immediately exchange his driving licence for the Portuguese one.

The exchange of the driving licence depends on the taking and passing of a practical driving test.

Driving licences issued by countries adhering to International Road Traffic Conventions and with whom Portugal has concluded a Bilateral Agreement (Brazil, Switzerland, Morocco, Andorra, Mozambique, São Tomé and Príncipe, United Arab Emirates, Angola and Macao)

Persons holding these licences are obliged to apply for an exchange of their driving licence within 2 years of acquiring legal residence in Portugal.

A driving test is not necessary.

Documents and Charges

In order to assist you with the communication of your stay in Portugal and the use of a foreign driving license, the following documents will be necessary:

– Identification document (citizen card, passport, etc.);

– Portuguese tax number;

– Legal residence permit in Portuguese territory (or in case it is pending, proof of appointment at the Foreign and Border Service or proof of application made) or Certificate of European Union Citizen (for persons with European Union nationality).

– Copy of the driving license and display of the original of this document (when the application is presented in person at the IMT services);

– Proxy to grant us powers to represent you before IMT.

No charges are due.

In order to assist you with the revalidation of your driving licence, the following documents will be required:

– Identification document (citizen’s card, passport, etc.);

– Portuguese tax number;

– Legal residence permit in Portuguese territory (or in case it is pending issue, the proof of appointment at the Foreign and Border Service or the proof of application made) or Certificate of European Union Citizen (for people with European Union nationality);

– Copy of the driving licence and display of the original of this document;

– Electronic Medical Certificate for drivers aged 60 or over

Your physical presence may be required in order to capture the biometric data (signature and photograph by webcam).

A fee of 30 Euros is due.

In order to be able to assist you with the change from a driving licence to a Portuguese licence, the following documents will be required:

– Delivery of the original of the valid and definitive driving licence;

– Identification document (citizen card, passport, etc.);

– Portuguese tax identification number;

– Legal residence permit in Portuguese territory (or in case it is pending issue, proof of appointment at the Foreign and Border Service or proof of application made) or Certificate of European Union Citizen (for persons with European Union nationality);

– Medical Certificate attesting that you can drive;

– A statement issued by the issuing office or diplomatic or consular authority attesting to the authenticity of the driving licence, the information provided thereon and that the licence was obtained by passing a driving test (not applicable to citizens with driving licences issued by countries belonging to the European Union and the European Economic Area);

– Translation of the driving licence, certified by the consular service of Portugal, when its content is not in Portuguese, French, English or Spanish (applicable to citizens with driving licences issued by countries belonging to the European Union and the European Economic Area).

A fee of 30 Euros is due.

Time required to complete

Currently, it is difficult to estimate the period of the driving licence exchange. However, as soon as the application is submitted, a certificate will be issued allowing the person to drive while not receiving the Portuguese driving licence.
