Visas

On this page, you will find information on visas and residence permits. All nationals of third countries who intend to reside and work in Portugal must obtain a visa to enter and remain in Portugal, and a subsequent residence permit. There are several countries with which there is a visa waiver agreement, so nationals of these countries do not need to obtain a visa for stays of up to 90 days.

General considerations

Citizens of Third States who intend to stay in Portugal for more than 90 days must first request a residence visa which will allow them to stay in Portugal for up to one year (temporary stay visa) or request a temporary residence permit (visas for obtaining a residence permit). These visas should be requested in the country of origin before moving to Portugal.
After obtaining a residence visa (or a Schengen Visa), the person may enter in Portugal and start the process of obtaining a temporary residence permit. In certain situations it is possible to request a temporary residence permit without having previously requested a residence visa (please see “Expression of Interests” in the column below “Temporary residence permit”).
After 5 years, the person may request a permanent residence permit, a long-term resident status or request Portuguese nationality.
Below you will find detailed information about visas and the various types of residence permits.

Residence permits

Long-stay visas may be for temporary stay or to obtain a residence permit, depending on the length of stay, and they entitle their holder to remain in Portugal:
– The temporary stay visa is intended to allow entry for stays in Portugal for a period of less than one year. It is valid for the duration of the stay and for multiple entries into national territory. The deadline for the decision on the request for a temporary stay visa is 30 days.
– The visa to obtain a residence permit is valid for two entries and for four months, during which time the holder must obtain a temporary residence permit. The deadline for the decision on the residence visa request is, as a general rule, 60 days.
It is also possible to apply for a Schengen Visa. The Schengen visa is intended for short stays of up to 90 days in any 180-day period and may be granted for the purposes of tourism, family visits, business, seasonal work, transit, among others. This visa can be issued in 15 days or at most 45 days.

Self-application form

Visas are requested at the Portuguese Consular Posts or Embassy/Consulate in the country of origin (nationality or residence) of the person who intends to request the visa.

– Temporary Stay Visa – 75 Euros
– Residency Visas – 90 Euros
– Schengen Visa – 80 Euros (in certain cases a reduction of the fee may apply)

Temporary Residence Permit

This type of temporary residence permit is granted to nationals of third countries who have a work contract concluded under the terms of Portuguese law and are registered with Portuguese social security.

Validity
The temporary residence permit for the exercise of a professional activity is valid for a period of two years counting from the date of issue of the respective title and is renewable for successive periods of three years.
Administrative fees
– For submission of the application for a temporary residence permit: 84 Euros
– For the concession of the temporary residence permit: 72,20 Euros
Both fees apply to the renewal of the temporary residence permit title.

This type of temporary residence permit is granted to third State nationals who (1) have constituted a company in Portugal; or (2) have declared the beginning of their activity to the tax and social security authorities as a natural person or (3) have entered into a contract for the provision of services for the exercise of a liberal profession in Portugal.

– When applicable, declaration issued by the respective professional order on the verification of the registration requirements, or document proving that he/she is qualified to exercise the profession when this, in Portugal, is subject to special qualifications
Validity
The temporary residence permit for the exercise of a professional activity is valid for a period of two years counted from the date of issue of the respective title and is renewable for successive periods of three years.
Fees
– For submission of the application for a temporary residence permit: 84 Euros
– For the concession of the temporary residence permit: 72,20 Euros
Both fees are applied in the renewal of the temporary residence permit title.

Residence permits for the exercise of a highly qualified activity are granted to third State nationals who:
– Hold a valid employment contract or promise of employment contract of at least one year’s duration, to which corresponds an annual remuneration of at least 1.5 times or three times the social support index value. For employment in professions indicated as professions in particular need of third-country national workers, the salary threshold must correspond to at least 1.2 times the national average gross wage or twice the value of the social support index.
– In the case of a regulated profession, the applicant must have duly attested high professional qualifications that are necessary for access to and pursuit of the profession specified in the work contract or a letter of guarantee of an employment contract, or in the case of a non-regulated profession, the applicant must have high professional qualifications appropriate to the activity or sector specified in the work contract or a letter of guarantee of an employment contract.

Validity
The temporary residence permit is valid for a period of two years as of the date of issue of the respective title and is renewable for successive periods of three years.

Both fees apply for the renewal of the temporary residence permit title.

This type of temporary residence permit is granted to highly qualified third-country nationals recruited by companies operating in the area of technology and innovation certified by IAPMEI, I.P. for this purpose.
Requirements of the person requesting the residence permit
– Be a citizen of a third State and not permanently residing in the European Union
– Have fulfilled all obligations related to taxes and social security in Portugal
– Not having any criminal record
– Be not less than 18 years old
– Have a minimum salary equivalent to 2.5 times the Social Support Index
– Have a command of Portuguese, English, French or Spanish appropriate to the duties to be performed
– Exercise a highly qualified activity demonstrated through the fulfilment of one of the following requirements: (1) have a minimum qualification level 6; or (2) in the case of a worker with a qualification level 5, professional higher technical course, according to ISCED, must demonstrate specialized technical skills of exceptional character, obtained through a minimum experience of 5 years; or (3) work contract or promise of work contract with a minimum duration of 12 months.

This type of temporary residence permit is granted to third country nationals for the exercise of a teaching activity in an educational establishment, vocational training establishment or research centre.

– Work contract or provision of services compatible with the teaching activity; or Invitation letter, issued by a teaching institution, training centre or research centre.
Validity
The temporary residence permit is valid for a period of two years as of the date of issue of the respective title and is renewable for successive periods of three years.

– For submission of the application for a temporary residence permit: 84 Euros
– For the concession of the temporary residence permit: 72,20 Euros
Both fees apply to the renewal of the temporary residence permit title.

In case the person is already in Portuguese territory and does not hold a valid residence visa, but intends to obtain the temporary residence permit for (1) dependent worker, (2) independent worker, (3) highly qualified activity, (4) Tech-via, (5) teacher, he/she may request these residence permits by submitting an expression of interest.
This alternative route is only available to foreign citizens who meet the following conditions:
– Has an employment contract or promise of an employment contract or has an employment relationship proven by a trade union, by a representative of migrant communities with a seat at the Council for Migrations or by the Authority for Working Conditions;
– Has legally entered national territory;
– Is registered with social security, except in cases where there is only a promise of a work contract
Documents
The documents required must be those corresponding to the type of residence permit that is intended to be obtained, however, proof of regular entry into Portuguese territory must also be submitted (possession of valid visa, when required, or entry in Portugal within the visa exemption period.

This type of temporary residence permit is granted to third country nationals who develop an entrepreneurial project, including the creation of an innovative based company, integrated in an incubator certified by IAPMEI, I.P. for this purpose.

Both fees apply for the renewal of the temporary residence permit title.

The regime of Residence Permit for Investment Activity allows nationals of Third States (not belonging to the European Union, the European Economic Area – Norway, Liechtenstein and Iceland -, or Andorra and Switzerland) to obtain a temporary residence permit for investment activity with the exemption of a residence visa to enter national territory.
Benefits
– Entering Portugal with a waiver of the residence visa;
– Reside and work in Portugal, and must, as a minimum, stay in Portugal for a period of no less than 7 days in the first year and no less than 14 days in the following years;
– Move within the Schengen area without the need for a visa;
– Benefit from family reunion;
– Apply for a Permanent Residence Permit
– Apply for the acquisition of Portuguese nationality
Types of investment
All nationals of Third States may apply for a Residence Permit for Investment Activity by way of investment in one of the following possibilities:
– The transfer of capital in the amount equal to or greater than 1 million euros;
– The creation of at least 10 jobs;
– The acquisition of immovable property with a value equal to or higher than 500 thousand euros;
– Acquisition of real estate, whose construction has been concluded at least 30 years ago or is located in an urban rehabilitation area, and execution of rehabilitation works on the acquired real estate, for an overall amount equal to or greater than 350 thousand euros;
– Capital transfers in the amount equal to or higher than 350 thousand euros, to be applied in research activities developed by public or private scientific research institutions, integrated in the national scientific and technological system;
– Capital transfers equal to or over 250 thousand euros, which are applied in investment or support of artistic production, recovery or maintenance of national cultural heritage, through central and peripheral direct administration services, public institutes, entities that integrate the public business sector, public foundations, private foundations with public utility status, intermunicipal entities, entities that integrate the local business sector, municipal associative entities and public cultural associations, which carry out attributions in the area of artistic production, recovery or maintenance of national cultural heritage;
– Capital transfers in the amount equal to or higher than 350,000 euros, aimed at the acquisition of participation units in investment funds or venture capital funds focused on the capitalization of companies, which are incorporated under the Portuguese legislation, whose maturity, at the time of the investment, is of at least five years and at least 60% of the value of the investment is made in commercial companies based in national territory;
– Capital transfers in the amount equal to or higher than Euro 350,000, destined to the incorporation of a commercial company with head office in the national territory, combined with the creation of five permanent jobs, or to increase the share capital of a commercial company with head office in the national territory, already existing, with the creation or maintenance of jobs, with a minimum of five permanent jobs, and for a minimum period of three years;
– Family reunification.

– For renewing the temporary residence permit: 2,663 Euros

This residence permit is granted to all foreign citizens, who are not nationals of Member States of the European Union, the European Economic Area, Andorra and Switzerland, that intend to reside in Portugal as pensioners.

This residence permit is granted to all foreign citizens, who are not nationals of Member States of the European Union, the European Economic Area, Andorra and Switzerland, who intend to reside in Portugal with own income.

The “EU Blue Card” is the residence permit entitling its holder to reside and to exercise, in national territory, a highly qualified activity.
EU Blue Cards may not be issued to third-country nationals who:
– Are authorised to reside in a member state under temporary protection or have applied for a residence permit on that basis
– are family members of EU citizens
– have applied for or hold a residence permit for research activity
– Benefit from the status of long-term resident in another EU Member State
– Stay in Portugal for temporary reasons, to carry out commercial or investment-related activities, as seasonal workers, or on secondment within the framework of the provision of a service;
– Under an agreement between the European Union and the third country of nationality they enjoy rights of free movement equivalent to those of European Union citizens;
– their expulsion has been suspended for reasons of fact or law.

– Portuguese social security registration
– In case of non-regulated profession, document proving the high professional qualifications in the activity or sector specified in the work contract or in the promissory contract of employment
– In case of regulated profession specified in the work contract or in the employment contract promise contract, document proving the professional certification, when applicable
Validity
The application for an EU Blue Card on national territory by an EU Blue Card holder issued by another Member State must be submitted within 30 days after entering national territory.
This residence permit is valid for an initial period of one year and is renewable for successive periods of two years.
Fees
– For the submission of the request of temporary residence permit: 106,90 Euros
– For the concession of the temporary residence permit: 101,40 Euros
Both fees apply in the renewal of the temporary residence permit title.
– For the concession of the temporary residence permit with waiver of visa: 224 Euros

Family reunion

– The spouse
– Children who are minors or incapacitated and are dependents of the couple or one of the spouses
– Minors adopted by the applicant when not married, by the applicant or by the spouse, as a result of a decision of the competent authority of the country of origin, provided that the law of that country recognizes the adopted children’s rights and duties identical to those of natural parentage and that the decision is recognized by Portugal
– Adult children who are dependents of the couple or one of the spouses, who are single and are studying at an educational institution in Portugal
– Adult dependent children of the couple or one of the spouses, who are single and studying, whenever the holder of the regrouping right has a residence permit granted under the investment regime
– Direct first degree ascendants of the resident or his/her spouse, provided that they are dependent on him/her
– Minor siblings, provided that they are under the resident’s guardianship, in accordance with a decision issued by the competent authority in the country of origin and provided that this decision is recognised by Portugal.
– In case of de facto union, the following are included (1) the partner who maintains, in national territory or outside it, with the resident foreign citizen a de facto union and (2) the minor or incapable unmarried children, including the adopted children of the de facto partner, provided that they are legally entrusted to him.

The foreign citizen holding a residence permit must first request approval for family reunion in favour of his/her family members. After the approval of the application, the family members may request the residence visa to move to Portugal.

– Proof of entitlement to Family Reunion for foreign citizens holding a Residence Permit, EU Blue Card or Long Term Resident Status

– Criminal record certificate issued by the competent authority of the family member’s and parents’ country of nationality where he/she has been residing for more than one year
– Proof of legal entry into National Territory
– Proof of incapacity of the adult child, in the case of dependent incapacitated adult children
– Certificate of the decision that decreed the adoption, accompanied by a certificate of the decision of the national authority that recognised it, where applicable
– Copy of the full birth certificate, proof of economic dependence status and proof of enrolment at an educational establishment in Portugal, in case of adult single dependent children
– Proof of economic dependence in case of a first degree ascendant under 65 years old
– Certificate of the decision that decreed the guardianship, accompanied by a certificate of the decision of the national authority that recognised it, when applicable, in the case of minor siblings
– Written authorisation from the non-resident parent authenticated by a Portuguese consular authority or a copy of the decision that attributes the legal trust of the minor child or the guardianship of the incapacitated to the resident or his spouse, when applicable
– Evidence of Union in Fact

– The family member whose application for family reunion has been approved is granted a residence permit of identical duration to that of the resident.
– The first residence permit granted to the spouse under family reunion is autonomous when he/she has been married for more than five years to the resident – valid for two years, renewable for three.
– After two years have elapsed since the first residence permit was issued and as long as the family ties subsist or, regardless of the aforementioned period, whenever the holder of the right to family reunion has minor children residing in Portugal, the family members are entitled to an autonomous permit, valid, upon renewal, for three years.
– The family member of the holder of a permanent residence permit is issued a residence permit which is renewable for three years.

As a general rule, the same fees apply as for obtaining the residence permit of the family member whose reunion is being requested.

Permanent residence permit or long-term resident status

A permanent residence permit is granted to a third-country national who
– Holds a temporary residence permit for at least five years
– During the last five years of residence in Portuguese territory has not been convicted of a penalty or penalties that, individually or cumulatively, exceed one year of imprisonment
– Has means of subsistence
– Has available housing
– Prove to have basic knowledge of Portuguese

– Evidence of availability of stable and regular resources, sufficient for his/her own subsistence and that of his/her family members, without having recourse to the solidarity sub-system
– Evidence of accommodation
– Copy of the health insurance contract or proof that he/she is covered by the National Health System
– Evidence of fluency in basic Portuguese
– Authorisation to consult the Portuguese criminal record from the Foreigners and Borders Service (SEF)
– When applicable, document proving the absences due to secondment for work reasons, namely in the framework of cross-border services
– Proof of compliance with obligations to the Tax Authority and Social Security
– Proof of legal and uninterrupted residence in national territory during the five years immediately preceding the submission of the application
Validity
The permanent residence permit is issued for five years and has no limit of validity. The residence title must, however, be renewed every five years or whenever there is a change in the identification elements registered therein.

– For the renewal of the permanent residence title: 39 Euros

Long term resident status is granted to a third country national who:
– Has had legal and uninterrupted residence in national territory for the five years immediately preceding the presentation of the application
– Has stable and regular resources which are sufficient for his/her own subsistence and that of his/her family members, without recourse to the solidarity sub-system
– Have health insurance
– Has accommodation
– Demonstrate fluency in basic Portuguese.

Long term resident status is permanent in nature and holders of the right are issued with a long term EU residence permit which is valid for a minimum of five years and is renewable
