VPT in Portugal: What It Is, Why It Matters and How to Request a Review
🏷️ What Is the VPT?
The VPT (Valor Patrimonial Tributário) is the tax value of a property, assigned by the Portuguese Tax Authority. It’s not the market value — it’s the value used to calculate property taxes.
You’ll find it on the property registration certificate (caderneta predial), available on the Portal das Finanças.
🧮 How Is the VPT Calculated?
For urban properties, the formula is:
VPT = Vc × A × Ca × Cl × Cq × Cv
- Vc – Base value per m²: set every year. For 2026, it’s €712.50/m² (based on an average construction cost of €570/m² plus 25%).
- A – Area: the gross private area plus a weighted share of dependent areas (garage, storage, balconies, land).
- Ca – Use coefficient: depends on the use — housing, commerce, services, etc.
- Cl – Location coefficient: reflects the property’s location, from 0.4 to 3.5, depending on the zone.
- Cq – Quality and comfort coefficient: reflects features like a pool, garage, central heating or lift (adding value) or lack of basic infrastructure (reducing value), from 0.5 to 1.7.
- Cv – Age coefficient: reduces the value as the property gets older, from 1 (new) down to 0.4 (very old).
You can simulate the VPT of your property with the simulator on the Portal das Finanças.
📌 Why the VPT Matters
The VPT is used for several taxes:
- IMI — the annual property tax is calculated on the VPT (rate between 0.3% and 0.45% for urban properties)
- AIMI — the additional IMI applies to the total VPT of residential properties above certain thresholds
- IMT — the property transfer tax is calculated on the higher of the purchase price or the VPT
- Stamp Duty (Imposto do Selo) — 0.8% on purchases, also on the higher of the price or the VPT; and 10% on inheritances and gifts of property (spouses, children and parents are generally exempt), calculated on the VPT
In short: a higher VPT means higher taxes.
🔍 When Can You Review or Challenge the VPT?
1. Second evaluation — after a new evaluation
When the Tax Authority evaluates a property (for example, after construction, renovation or a request), you’re notified of the result. If you disagree, you can request a second evaluation (segunda avaliação) within 30 days of the notification. If you still disagree after that, you can challenge it in court.
2. Complaint about errors in the property register
If the caderneta predial contains errors — wrong area, wrong typology, features the property doesn’t have, an incorrect coefficient — you can file a complaint (reclamação da matriz) to correct them.
3. Request a new evaluation of an outdated VPT
If your VPT hasn’t been updated for a while, you can request a new evaluation, generally if at least three years have passed since the last one:
- Submit the Modelo 1 IMI declaration on the Portal das Finanças, choosing “Pedido de Avaliação – VPT desatualizado“.
- The request is free.
- If the new VPT is lower, the reduction applies to the following year’s IMI — so submit by 31 December to benefit the next year.
⚠️ Careful: a New Evaluation Can Increase Your VPT
Asking for a new evaluation isn’t always a good idea:
- The age coefficient goes down as the property ages — which reduces the VPT.
- But the base value (Vc) has been going up in recent years — which increases the VPT.
- Location coefficients may also have changed.
Always simulate first using the Portal das Finanças simulator. If the simulated value is higher than your current VPT, don’t submit the request.
🔄 Automatic Updates
The Tax Authority also updates VPTs automatically every three years, based on official coefficients — which usually leads to small increases. This is different from a full new evaluation.
💡 Tips
- Download your caderneta predial and check every detail — area, typology, year of construction, features.
- Compare your VPT with a simulation using current parameters.
- Act within 30 days if you disagree with a new evaluation.
- Before buying, check the VPT — it affects your IMI and may affect IMT and Stamp Duty.
🚀 Final Considerations
The VPT is one of the most important numbers for any property owner in Portugal. Understanding it — and knowing when to challenge or update it — can save you a meaningful amount in taxes every year.
📢 Expert Advice: Never request a new evaluation without simulating it first. In many cases, rising base values mean the “update” ends up increasing your IMI.
